We should focus on the goal of building a modern shipbuilding industry system and accelerate the green and low-carbon transformation of the industry. The action plan specifies two stages of goals, and by 2025, a green development system for the shipbuilding industry will be preliminarily established. The supply capacity of green ship products has been further enhanced, and the application of alternative fuels and new energy technologies for ships has been synchronized with the international market. The international market share of green powered ships such as liquefied natural gas (LNG) and methanol has exceeded 50%; Backbone enterprises have achieved significant results in reducing pollution and carbon emissions, effectively improving the level of green manufacturing, and reducing comprehensive energy consumption per 10000 yuan of output value by 13.5% compared to 2020; The green and low-carbon standard system has been further improved, and the carbon footprint management system and green supply chain management system have been preliminarily established. By 2030, the green development system for the shipbuilding industry will be basically established. Green ship products form a complete spectrum of supply capacity, green ship technology has an international advanced level, and the international market share of green ships maintains a world leading position; The energy utilization efficiency of backbone enterprises has reached the international advanced level, forming a group of green demonstration enterprises with international advanced level, and comprehensively establishing a green supply chain management system

The action plan clarifies a series of measures from building a green ship product system, promoting green transformation of manufacturing system, promoting the construction of green supply chain system, strengthening regional coordination and international cooperation for green development, etc. Among them, it explicitly proposes to implement the green intelligent ship standardization leading project, optimize and improve the LNG power ship types of large ocean going ships, accelerate the research and development of methanol and ammonia power ship types, and explore the development of new power ship types such as fuel cells, Accelerate the formation of a green ship lineage supply capacity.

In terms of accelerating the research and application of green power systems, the action plan proposes the implementation of ship power innovation projects, improving the efficiency of traditional fuel and LNG ship engines, steadily expanding the market application scale of LNG ship engines, and accelerating the research and application of new energy fuel supply systems, exhaust gas post-treatment systems, pollutant emission monitoring systems, etc.
